Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as a Flight Test Section Manager directly supervising multiple employees and/or organizational units. Responsibilities Responsible for assuring work directly supports the mission of AIR and AVS. Requires application of technical knowledge, practices, principles, theories, concepts, methods, techniques and abilities in general inspection, investigation, and compliance, as they apply to Aircraft Certification. Supports the Branch Manager in executing daily operations including: - Align Section resources, activities, and stakeholders with AIR objectives; - Develop Section personnel and resources consistent with AIR’s future needs; - Foster a work environment and culture that emphasizes employee engagement, risk-based decision-making, innovation, collaboration, communication, accountability, diversity and inclusion throughout the Section. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates or requests additional resources, as needed. Direct Report Supervision: Monitors and evaluates performance. Executes personnel actions and/or corrective or disciplinary actions. Prepares employees for future opportunities, with focus on continuity of operations and long-term organizational success. Coaches and mentors employees to perform current work; supporting career progression. Ensures employees have technical skills to accomplish assigned tasks. Team Environment: Monitors organizational health seeking input and feedback from employees. Establishes and enhances practices to encourage diversity and inclusion, communication, collaboration, and innovation in the resolution of issues. Communicates and regularly reinforces connectivity between subordinate employee activities and the broader AIR mission. Defines and assigns accountability for key internal performance objectives. Engages personnel in monitoring performance indicators and making adjustments to achieve objectives. Stakeholder Collaboration: Establishes and maintains effective communications within AIR. Partners with other organizations to accomplish work. Represents the FAA at events, industry conferences, and other civil aviation authority meetings on topics pertinent to the Section. Mediates the resolution of controversial technical disputes involving complex engineering issues. Operations Monitoring: Engages employees in documenting, refining, and assuring compliance with processes. Assesses the productivity, quality, effectiveness, and efficiency of organizational processes. Monitors and approves expenditure of funds. Reviews and approves time and attendance and labor distribution reporting. Assigns, communicates, and clarifies context for tasks and responsibilities. Oversees daily operations to ensure effectiveness, efficiency, productivity, and compliance with policy to attain organizational goals. Communicates across FAA organizations, the aviation industry, other civil aviation authorities, and union representatives. Flight Test Program Support: Responsible for assuring the office adheres to AIR Flight Test Program regulations, policy, and guidance. Maintains awareness of all Section flight activities. Serves as a member of the Flight Test Leadership Team. Expected to maintain medical certificate and flight currency in accordance with Flight Test Operations Manual (FTOM) requirements for flight test managers. Incumbent, as a crewmember, may participate as member of a flight test team participating in flight tests on experimental aircraft. PROGRAM KNOWLEDGE: Successful managers possess an overall knowledge of the programs, policies and operations of the FAA Aircraft Certification Service. Individual and organizational performance is reviewed periodically by higher management, through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Qualifications For the FV-K level: You must demonstrate in your application that you possess at least one year of specialized experience at the next lower level (FV-J/GS-14). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience include: - Experience in developing plans and techniques to improve programs. - Managing and directing work involved in the application of aviation safety regulations, policies and objectives to identify, define, or organize work for multiple work activities. - Setting priorities and establishing schedules for completition.
