Job Summary

Oversees and directs the activities of the parks staff in grounds and maintenance. Employees in this class are responsible for the comprehensive care and maintenance of buildings, grounds, athletic complexes, and section facilities operated by the division and the direction and administration of a large-scale athletics program. The position has the considerable task of budget development, implementation, and maintenance, and also policy and procedure development and enforcement. Employees in this class exercise direction over subordinate supervisory personnel and have final approval for the hiring of all Parks Maintenance Section personnel.

Essential Functions

• Plans, directs, and supervises the activities of the Parks Maintenance Section, and the care and maintenance of the division's athletic areas.

• Incumbent performs extensive report and records maintenance activities and must exercise considerable independent judgment and discretion in matters relating to personnel, requisitions, and budget administration.

• Plans, assigns, supervises, and evaluates the work of staff, approving overtime, leave, and scheduling, and rendering discipline as required.

• Develops and implements department operating policies and procedures, establishing program goals and objectives, and strategies for evaluating operational effectiveness.

• Prepares and administers Parks Maintenance Section budget, controlling expenditures in accordance with budget appropriations as per the directives of the Parks & Recreation Division Director.

• Evaluates business unit needs and recommends staffing levels, materials, equipment, and capital improvements, providing final approval for personnel hiring within the Parks Maintenance Section.

• Participates in the planning and development process of new facilities construction.

• Attends various divisions, public, and Council meetings, and works with special event committees and other divisions and sections concerning the coordination of community events.

• Ensures the maintenance of systematic, accurate and complete records of the section's activities and services, personnel and property.

• Performs considerable report and record maintenance activities, i.e., annual reports, financial reports, staff evaluations, accident reports.

• Reviews, inspects, and researches equipment for divisional and program operations, and provides regular inspection of grounds and facilities under charge.

• Develops maintenance schedules and project work for crew.

• Maintains Inventory Including vehicles and other assets, tools, equipment, and supplies.

• Coordinates the securing of all facilities and assets during hurricane preparation.

• Knowledge of pesticides and their application

• Knowledge of public park horticultural maintenance and turf grass

• Knowledge of irrigation requirements in a broad range of purposes

• Supervises and oversees operations run by third party operators

• Has the ability to train staff on operating all equipment and general maintenance duties

• Considerable knowledge of safety hazards and applicable safety precautions

Minimum Qualifications

• High school diploma or GED.

• Five (5) years of related experience.

• Fingerprinting Required.

LICENSES/CERTIFICATES:

• Certified Parks and Recreation Professional Certification are preferred.

• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

• Certified Playground Safety Inspector certification preferred.

• Florida Class A CDL with appropriate endorsement preferred.

• Certified Arborist and or Horticuluturst Certification of equivalent education.

  • Salary offers above the minimum pay grade may be considered based on qualifications.

  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
