The Department of Corrections is looking to hire a Policy Coordinator to support the Agency Policy Coordinator in the development, review, and maintenance of the department’s policies. This position provides support to a broad range of policy revision activities for all areas of the agency (including client services and supports in prison and field services, health, programming, education, agency services, inspection, and regulatory duties).

This position provides expert support for all aspects of the agency policy development process. This includes researching and implementing revisions to policy aligned with agency priorities, providing training on the policy review process, and problem-solving complex policy revisions and consulting with facility and department specific teams. The position will coordinate closely with the Agency Policy Coordinator at the direction of the Policy Director. This position will collaborate agency-wide in making recommendations for changes and updates to policy and procedures.

This position will also provide targeted research and implementation analysis support to the agency Policy and Rulemaking and Legislative Affairs teams when legislative or regulatory changes could impact DOC internal policy needs. The position will further provide expertise and guidance to incarcerated persons and facility staff on policy questions and process.

To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office located in St. Paul, Minnesota. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Two (2) years of experience supporting public policy priorities, including the creation/revision of policy or law.

  • A bachelor’s degree in public policy, political science, public administration, public relations, or closely related field may substitute for one (1) year of experience.

  • Proficiency with Microsoft Office applications, such as Excel and Word, and Adobe Reader.

  • Considerable skill in planning, organizing, prioritizing, coordinating, and implementing program objectives.

  • Written communication and drafting skills sufficient to produce clearly understood policy drafts and revisions in plain language.

  • Strong written and verbal communication skills with proficiency in business English, spelling, grammar, and composition.

  • Demonstrated organizational and problem-solving skills and the ability to handle multiple and competing priorities in an effective manner.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • A bachelor’s degree or higher in public policy, political science, public administration, public relations, or closely related field.

  • Plain language training or certification.

  • Experience working in corrections or similar regulatory environment.

  • Experience working in a state agency.

  • Experience in compliance or regulatory work environments.

  • Knowledge of the Department of Corrections organizational structure and the functions of each division and unit.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
