Assigns work, develops employees, and monitors performance through the supervision of staff. Performs, analyzes and evaluates complex accounting activities in order to lead accounting personnel in support of department business units. Interacts with various groups within the organization to achieve financial goals and assure the ongoing development and sufficiency of accounting systems, supports and plans. This position will be empowered to offer insight on how to improve processes and procedures, be responsible for staff leadership and supervision, and the direct performance of accurate and timely processing, calculating and reporting. Supervises, sets priorities, organizes, schedules, approves and reviews the work of subordinates; instructs and trains employees in proper procedures; analyzes and develops procedures and systems. Supervises and coordinates the work of accounts payable, billing, and purchasing accounting support staff; including completing evaluations, holding monthly 1:1 meetings, interviewing, making recommendations for hiring, assignment, development, discipline, and termination. Supervises accounting resources, processes, and personnel with a focus on goal oriented strategic direction, leadership, quality assurance, responsiveness, compliance, accountability, and efficiency. Assesses department business needs, oversees development of necessary systems and staffing, and provides related training support. Assists with completing rate setting for internal billable staff services. Assures ongoing responsiveness to program area accounting needs. Assists in annual budget and review; monitors performance and makes recommendations for revenue enhancement and/or other adjustments as necessary. Leads software development for accounting applications; assures functionality and performance; interfaces with County and State IT personnel as necessary. Completes annual rate setting for services provided by internal staff and billed to insurance. Codes vendor invoices with the appropriate account number and obtains supervisor signatures for accounts payable to process the invoices. Leads reconciliation, analysis and review of general ledger accounts in preparation for month end and quarterly closing to ensure accuracy and validity of accounting transactions. Identifies, reviews and/or prepares journal entries and reviews accounting classifications in accordance with generally-accepted accounting principles. Assists in reviewing and auditing accounting systems for the Department. Identifies areas of weakness in internal controls and makes written recommendations for improvement. Assures compliance with state and federally regulated program policy and performance requirements, specifically DHS-1. Participates in and present reports as required at Health and Human Services Committee and other meetings. Performs ad hoc reporting and analysis and investigate issues providing explanations and interpretation. Serves as a financial resource to others. Performs special projects and/or requests for internal management reporting. Performs other related duties as assigned. ***** OTHER EXPERIENCE AND QUALIFICATIONS: The ideal candidate will be calm, organized, detail oriented, responsible, ethical and knowledgeable with good judgment and excellent interpersonal and communication skills, and a demonstrated track record of working successfully with colleagues, supervisors, and subordinates in a collaborative service delivery environment. Must hold a bachelor\'s degree in accounting or finance with three years of experience; or associate degree in accounting with five years experience; or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities. Knowledge of Health and Human Services and supervisory experience preferred. Must have experience with reviewing financial statements, strong written and verbal communication skills, and an understanding of internal control concepts and risk assessment practices with experience in applying these concepts to plan, perform, and report on the evaluation of various business procedures Knowledge and experience with business software including proficiency in using spreadsheet applications, specifically Excel and Google Sheets. Knowledge and experience in working with automated financial information systems including integrated and non-integrated subsidiary systems. Knowledge and experience with Medicare, Medicaid, and private insurance billing. Knowledge and understanding of business and government terminology, office procedures, and equipment.
