This position will be in the EPA Region10 - Alaska, Idaho, Oregon, or Washington (Remote) General Purpose: Under general supervision of the Assistant Director Community and Environmental Services, this role supervises and supports project assignment, formal feedback, progress review, and personal and professional support for field staff and their activities to ensure successful delivery of RCAC services to communities. Manages relationships with funders and conducts outreach to philanthropic partners and state and federal agencies. Specific job goals, objectives and tasks are established for each employee as part of the annual evaluation and work plan process. Job Duties and Responsibilities: Coordinate and provide quality control for field activities within the region. Manage relationships with state and federal agencies serving the region. Maintain communications with congressional delegations and potential funders. Balance staff workloads, delegates appropriately, and apply rules and standards fairly. Develop and executes action plans to implement major grant programs in region. Promote and facilitate partnerships to maximize limited resources. Collaborate with management team to set annual goals and priorities for the department. Fundraise as necessary and manage relationships with current and potential funders. Prepare activity and outcome reports as required. Assist in developing scope of work and budgets for internal and subcontracted tasks. Develop initial and amended work plans as funder contract amendments. Review and approve staff expense and hour allocations. Review and approve subconsultant invoices, ensuring completion of deliverables. Track progress on deliverable completion and quality of work products Plan and facilitate team meetings. Organize funder coordination meetings with all staff to review program status, deliverables, and contract updates. Establish, maintain, and update files, databases, records, and other documents; develop and maintain data, and perform routine analyses and calculations in the processing of data for recurring internal reports. May provide direct technical assistance to client communities from time to time. Perform other related duties as assigned. Supervision Exercised: Manages staff in field operations. Up to six direct reports. Improves staff effectiveness by motivating, coaching, counseling, training, and recommending disciplinary action for employees; plans, delegates, monitors, and appraises job tasks and results in a timely manner; approves time sheets. Oversees the supervision of personnel to include work allocation, schedules, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develops measurable performance expectations for assigned staff according to department goals and objectives. Minimum Qualifications and Necessary Requirements: EQUIVALENT combination of education and experience can meet minimum qualifications. EDUCATION: High school diploma or equivalent with qualifying experience. Bachelor's degree in environmental science or a related field preferred. LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy. EXPERIENCE: Eight to ten years of applicable experience in project and contract management, environmental policy management, water, wastewater, or solid waste facilities development, operations, or planning.
