Orlando Utilities Commission Manager, Safety in Orlando, Florida

The ideal candidate will have:

  • Bachelor’s degree in Safety, Occupational Health, Emergency Management, Science, Business Administration, Engineering, or related field of study from an accredited college or university;

  • Minimum of seven (7) years of experience as a safety professional in heavy industry, construction, power systems, utility or related industries to include:o A minimum of five (5) years of formal supervisory/management experience leading and developing teams (required);o Experience developing safety programs, policies and procedures (required);o Experience influencing and educating leaders and employees to embed safety into their operational and business functions (required);

  • Experience as a subject matter expert contributing to safety training program development and implementation (preferred); Certified Safety and Health Manager (CSHM) (preferred);

  • Certified Safety Professional (CSP) (preferred).

  • Excellent communication and presentation skills

Salary Range: $110,271.85 - $137,839.23 annually (commensurate on experience)

Job Purpose:

Enhances the safety culture of OUC through the development and execution of health, safety, and environmental programs and initiatives. This key leadership role ensures organizational policy and procedural compliance with all applicable federal, state, and local regulatory standards and drives company adherence to those policies. Pursues continuous improvement opportunities throughout the organization, placing focus on reducing safety risks, workplace incidents, and environmental impact. Provides certified safety organization support and protects the company’s interests by working with local, state, and federal government officials and agency representatives.

Primary Functions:

  • Model OUC’s Core Value – Make Safety First;

  • Set strategies and goals for the Safety department that directly connects to the implementation of OUC's corporate strategies; Partner with all business units, departments and team members to achieve identified organizational performance goals and KPIs;

  • Provide innovation and consultation to the organization on the design and implementation of Safety Programs to enhance compliance and safety mindset in the workplace;

  • Lead the implementation and tracking of the Safety Culture at OUC and design the measurement for the culture adoption and adherence to the safety roadmaps in partnership with STE leadership;

  • Influence senior leadership with data driven approach to safety culture and compliance; Present recommendations on up to date best practices for proactive safety measures and strategies;

  • Partner with business unit leaders and other key stakeholders to embed safety within their department core work to establish and maintain a safety-conscious work environment and model OUC’s core value at the macro and micro level;

  • Present reports and data related to findings and recommendations for proactive safety and risk mitigation measures, review metrics to ensure mitigation recommendations have been implemented and their efficacy, make recommendations to address areas of improvement;

  • Establish the structure and goals for analyzing and maintaining compliance records for safety programs; provide recommendations to address compliance gaps and enhance safety adherence and risk reduction;

  • Lead the team in performance of safety audits, surveys, and job site inspections for all locations; provide guidance to team on conducting hazard and risk assessments to ensure company and regulatory requirements are being met;

  • Work with the Risk Management department to improve claims management performance in relation to company expectations;

  • Create the framework and guidelines for post-accident and special investigations; provide guidance to team on preparation and presentation of reports identifying possible accident causes and hazards; Review reports to identify patterns and trends and guide the development of mitigation strategies;

  • Partner with Technical Training and Talent Development to develop and implement training programs on safety compliance topics to address targeted department needs and broad organizational needs;

  • Analyze data related to exposure factors for occupational illness and accidents; create awareness of potential exposure risks to operational and business units;

  • Educate and influence leaders and employees to comply with safety policies and procedures, and with local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), as well as other regulations and safety standards;

  • Lead safety meetings and ensure safety officers and safety committees are utilized efficiently and appropriately throughout the organization;

  • Oversee the development and implementation of the Safety Manual and manage all company safety and loss control policies and procedures; ensure compliance with training programs for safety practices, tailgate topics, fire prevention, and correct handling techniques for equipment, and other materials;

  • Develop and implement disaster preparedness, response, and recovery policies and procedures;

  • Develop and administer the department operational and capital budgets, which includes overseeing the budget/cost functions; leading RFPs, managing purchase orders, work orders and invoice tracking and approvals;

  • Remain abreast of changes and developments in the industry; establish and maintain a network of professional relationships for regulatory and emergency purposes both inside and outside the organization;

  • Evaluate and align talent to current and future business needs;

  • Motivate and guide an effective work team; foster a culture of collaboration and continuous learning, communicate performance expectations, support staff professional goals;

  • Perform other duties as assigned

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • General Industrial Construction, Transmission and Distribution Power Systems, or Coal Fired Power Plant;

  • Safe work practices;

  • Employee handbook;

  • Power plant specifications;

  • Safety Reports;

  • OSHA Regulations for General Industry (1910) and Construction (1926) with particular emphasis on 1910 289; as well as being very familiar with National Fire Protection Association (NFPA), American National Standards Institute (ANSI), and other industry standards for safety programs;

  • Familiarity with all, but not limited to the following:

  • Software Applications (i.e. JDEdwards EnterpriseOne, Cornerstone, MSDS Software);

  • Safety Training Certification data;

  • Power Plant Safety Equipment;

  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

  • Completing and approving timesheets and conducting performance evaluations;

  • Excellent understanding of industrial and construction safe work practices;

  • Highly effective interpersonal, verbal, and written communication skills;

  • Ability to:

  • Effectively lead, develop and evaluate staff;

  • Implement, administer, and manage all facets of a heavy industrial safety program;

  • Manage complex business problems, gain stakeholder buy-in and influence progressive solutions;

  • Prepare and deliver presentations and training sessions to a variety of audiences;

  • Identify potential risks and ensure that they are appropriately mitigated;

  • Exhibit thorough attention to detail;

  • Combine pieces of information to form general rules or conclusions; finding a relationship among seemingly unrelated events;

  • Identify potential and actual hazards and compliance concerns in a variety of settings, and address/respond appropriately; Provide leadership on new methods and programs to reduce injuries;

  • Apply strong analytical skills, problem solving, organizational and planning skills, decision making, especially in crisis situations, and excellent results orientation;

  • Demonstrate strong financial acumen, and develop and maintain department budget;

  • Use Microsoft Office Suite (Outlook, Word, Excel, Power Point, etc.) with high proficiency and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/Years of Experience Requirements:

Working Conditions:

This job requires the ability to respond to 24/7 call outs and to work extended hours, including evenings, nights, weekends, and holidays, as needed. This job may be exposed to working near moving mechanical parts, work in high, precarious places, work in confined spaces, outdoor weather conditions, toxic or caustic chemicals, and exposure to blood borne pathogens. This job requires frequent travel between OUC facilities and throughout the OUC service territory.

Physical Requirements:

This job requires constant speaking and hearing, typing, reading, writing, and detailed inspection. This job may consist of standing, walking, sitting, lift up to 40lbs, bending/stooping, reaching over head, repetitive motions, climbing (ladders, stairs, hills, etc.). This position will be frequently required to operate a vehicle to fulfill job responsibilities.
