This position serves our partners at the Minnesota Department of Education (MDE). MNIT MDE manages the technical functions critical to managing public education in Minnesota; supporting systems including funding disbursement and large-scale, public-facing school performance data reporting.

As an IT Senior Project Manager, you will formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes, and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions, and processes to support, and enhance foundation infrastructure, services, systems, and enterprise software applications. You will be the focal point for project and/or program initiation, planning, execution, control, and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT Services.

Additionally, you will ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution, and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.

We will be filling a total of 2 vacancies from this posting. All applicants will be considered for both vacancies.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in Minneapolis, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

This position requires a minimum of five (5) years of experience in performing IT project management functions.

Experience must include:

  • Managing and/or providing project management consultation for all aspects of a project lifecycle that includes but not limited to design, development, implementation, cost and budget, and risk management of IT solutions on time, within budget, and with desired functionality.

  • Producing high-quality work such as business case, project charter, project plan, project status report.

  • Working with the business and others within the IT organization to help define, validate, and ensure complete functional and technical requirements.

  • Negotiation and facilitation skills required to participate in discussions on highly complex and sometimes very sensitive issues among representatives from multiple stakeholder groups that include system users, partner agencies, and IT staff.

  • Experience in presenting recommendations to senior management and facilitating the decision-making process.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding.

  • Customer service skills that include active listening, empathy, and problem-solving.

A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR a related Bachelor’s degree substitutes for two years, OR a related Associate’s substitutes for one year

Preferred Qualifications

  • Three or more years of experience managing large-scale, complex projects involving systems development, customization, scale up, migration, conversion, and integration.

  • Strong organization and presentation skills to present and communicate complex information in a clear, comprehensive, and concise manner that is tailored to the audience.

  • Ability to translate and explain technical and system information for non-technical stakeholders.

  • Demonstrated conflict management skills required to diffuse potentially stressful situations and interpersonal disagreements.

  • Strong human relations skills to establish rapport and to motivate coworkers and customers.

  • Project Management Professional (PMP) Certification.

  • Six Sigma Black Belt Certification.
