About the Position: In the Office of the Commander of the Letterkenny Munitions Center, serves as technical expert and senior Safety and Occupational Health Specialist responsible for planning, developing, organizing, implementing, and monitoring the effectiveness of the organization's Industrial and Explosive Safety Program. Responsibilities Develop occupational and explosives safety criteria, guidelines and standards for the activity. Review and analyze accident and incident reports, standing operating procedures (SOPS), organizational and program documents, and all other information and regulations available. Conduct special studies and investigation of hazardous situations or operational problems to determine origin, causes, and contributing elements. Monitor the safety program to determine compliance with the policies and regulations and the need for corrective actions or areas where improvements can be made. Provides leadership to the daily activities of lower graded safety specialists. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes administering a safety and occupational health program for an installation/organization involved in ammunition/explosives operations or high risk heavy industrial operations. Advising on safety and occupational health policies and processes, interpreting and explaining laws, standards, policies and regulations to ensure organizational compliance. Advising management on safety violations and explain corrective measures to control or eliminate hazards detected. Independently performing risk assessments, on-site field surveys and accident investigations to determine causes and recommending corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Hazardous Materials Leadership Mishap/Accident Investigation Risk Management Safety and Health Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
