This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

Description of Job

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

About the Unit:

Instructional Design: The instructional design team designs, creates, delivers, links to and supports effective and accessible training programs and instructional materials that serve professionals who support children and families across diverse early care and learning environments. To accomplish this, the Instructional Design team works closely with subject matter experts across the division, the department and external partners to apply best practices in adult learning and digital pedagogy design principles to training content and delivery methods.

What you’ll be doing:

This position is the supervisor for training development and coordination for the Department of Early Childhood CCCAP Training team, with a focus on CCCAP program implementation. This position exists to develop instructor-led, virtual instruction­ led, web-based, and ongoing training development support for county staff as they implement the CCCAP program. The position is responsible for defining, developing, coordinating and implementing training modules to reinforce quality practices in county and early learning and development settings. The position reports to the Registry and Career Pathways Unit Manager. Program involved components include, but are not limited to competency-based professional and technical skill development in the following areas: modules related to the CCCAP program implementation and the standards outlined within, program trainings specific to the Department of Early Childhood, including best practices related to the implementation of these programs, and additional modules related to child care subsidy or for other collaborative state programs outside of the Colorado Department of Early Childhood. This position works with program subject matter experts and uses the instructional design process and eLearning software to migrate training modules to the CCCAP LMS. It is responsible for training design and development for the CCCAP Division, supervision of the CCCAP Training Team, and communication and stakeholder relationships.

Responsibilities include, but are not limited to the:

  • CCCAP Training Design and Management

  • This position supervises the design, development, and implementation of all training activities for the CCCAP Training Team.

  • Manages the process for requesting and prioritizing training assignments for members of the CCCAP Training Team.

  • Oversees project planning for multiple training projects.

  • The position reviews changes in policy, processes, and automated systems and designs/modifies learning modules based on those changes.

  • Develops and maintains a range of adult learning training delivery methods, including instructor-led, virtual instructor-led, web-based, and face-to-face learning that is relevant, interactive, effective, and engaging using an experiential training model with role-plays, case studies, peer collaboration, and draws on the experiences of the adult learner.

  • Prepares the curriculums including identifying issues and processes to be addressed through training, defining the delivery method, content, objectives, and outcomes, and selecting and sequencing appropriate learning activities.

  • Supervising the CCCAP Training Team

  • Providing documentation to support recommended corrective and disciplinary actions, signing performance plans, and appraisals, and resolving informal grievances.

  • Initiating the hiring process, interviews applicants, and recommends hire, promotion, or transfer.

  • Provides supervision and support for the day-to-day activities of the three Training Specialists.

  • Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

  • Establish work schedules, review and approve work time and absences.

  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.

  • Communication and Stakeholder Engagement

  • Represents the CCCAP Training Team and serves as a liaison to the Department of Early Childhood and county partners and OIT relative to all training matters.

  • Communicates the CCCAP Training Team training plans and programs and coordinates with external and internal partners through proactive and frequent outreach.

  • Serves as facilitator to improve and expand training services for the Department of Early Childhood. Develops and maintains relationships with internal and external stakeholders to provide training and technical assistance.

  • Drafts communications and newsletters for external and internal stakeholders and presents at meetings of external stakeholders.

  • Other Duties as Assigned

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience Requirements:

  • Nine (9) years of relevant experience in an occupational field-related to Early Childhood, Education, Human Development, Adult Learning, Training, Public Policy, Leadership or a related field; and, at least one year of supervision.

OR

  • Bachelor's degree from an accredited institution in a field of study related to Early Childhood, Education, Human Development, Adult Learning, Training, Public Policy, Leadership or a related field.

AND

  • Five (5) years of relevant experience in an occupational field-related to Early Childhood, Education, Human Development, Adult Learning, Training, Public Policy, Leadership or a related field; and, at least one year of supervision.

    OR

  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years; and, at least one year of supervision.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • State experience relevant to this position

  • Excellent written, verbal and interpersonal communication skills

  • Experience with public subsidy programs, such as the Colorado Child Care Assistance Program (CCCAP)

  • Ability to work in a fast-paced, complex projects with multiple deliverables, collaborative, team-oriented, often virtual work environment.

  • Experience designing Training programs

  • Experience supervising a team, supporting them to manage and prioritize complex projects

    Highly Desired:

  • Experience with technical documentation

  • Experience delivering instructor-led training in virtual environment
