Transportation Engineer III, IVPerforms highly advanced and complex transportation engineering work in project delivery, construction management, project reviews and interpretation of policy for Alternative Delivery projects (Design-Build). Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer III:Analyzes and assists in the resolution of contract problems and disputes.Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.Oversees and directs procedural improvements in all areas of the DB procurement program, including administration procedures, project management and contracting methodologies.Assists Districts with construction contract administration matters.Coordinates and/or monitors assigned projects/programs/plans.Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans for Alternative Delivery Projects.Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectivesReviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources.Performs other job responsibilities as assigned.Transportation Engineer IV: All of the above plusDevelops and supports implementation activities for new methods, procedures, and technologies for Alternative Delivery Projects.Provides technical information and guidance regarding innovative and experimental technologies to departmental personnel for Alternative Delivery ProjectsReviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project schedules; managing resources; managing budgets; managing project changes; and managing quality performance measurements.Analyzes and assists in the resolution of contract problems and disputes.Assists Districts with construction contract administration matters.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans for Alternative Delivery ProjectsDevelop training courses and/or materials.Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.Oversees construction contract administration practices and audit records for Alternative Delivery Projects.
